Abstract

The first section of this study presents the main theories concerning clustering in general and the role of public administrations in this respect. The second section focuses on public policies aimed at enhancing the biotech industry. The third part describes the methodology of research. The fourth section illustrates the framework of analysis used to investigate the case studies (management issues of public policies). The fifth part presents a brief overview on public policies implemented by the German Government and illustrates the results of the analysis on each of the three investigated German clusters. The final section discusses general results and policy implications.
