Abstract
This chapter aims to assess the changes in the processes of strategic planning and programming and the role of public managers in Italian regions. It hopes to identify possible alternatives for governance and suggests a reference model, although this can only be applied in the individual re-gions further to the implementation of appropriate corrective actions in order to bring it in line with the specific situation.
