We wish to thank the personnel of the Surface Treatment Laboratory at CERN, in particular F. De Donato and A. Gandi, for the very fruitful collaboration. Special thanks are due to F. Piuz for giving us access to the facilities of his laboratory and for his advice throughout the development of the project. We had very useful discussions with H. Kraner, N. Redaelli and Y. Sirois . The technical collaboration of R. Al-berganti, P.L. Barberis, J.-C. Berset, F. Cidronelli, P. De Remigis, D. Di Diadoro, L. Liberti, C. Marin, G. Micheletta, 1. Tricomi and T.D . Williams is warmly acknowledged . It is a pleasure to thank our HELIOS colleagues for the excellent data-taking infrastructure and constructive collaboration . We are grateful for the support given by the Istituto Nazionale di Fisica Nucleare of Italy and the Department of Energy of the USA.

N2 - The construction and operation of silicon ring counters designed to measure multiplicity and pseudorapidity distributions of charged tracks in a high multiplicity environment are described. The detectors operated successfully in the HELIOS experiment during the CERN-SPS relativistic ion runs with 16O projectiles in 1986 and with 32S in 1987. They also provided a multiplicity trigger for the experiment.
