Abstract
The paper is related to the digitalising process of Italian public administration. Analysing the concept of digitalisation, it is possible to describe this phenomenon both as an “organisational moment” of the administrative action and as a “creational” one. In the “digitalisation-organisational moment” the purpose is to exert in a better way pre-existing administrative functions and to provide in a better way current public services. Instead, in the “digitalisation-creational moment”, through ICT, public administration may exert a new kind of administrative functions: those that it is possible to call “born-digital administrative functions”. ICT allows public administration to do something new that up to a few years ago no one could just think about. An example of
born-digital administrative function can be represented by the data analysis. The paper tries to investigate the role of Italian Regions and local governments in the digitalising process of public administration, in particular about open data analysis: which could be their relationship with the central government in
the context of these new born-digital administrative functions?
