Abstract
[Machine translation] According to a widely shared interpretation in the context of policy analysis, the decades-long failures of policies for the South are due to the perpetuation of dividing logic and distribution policies with widespread costs and concentrated benefits, such as not only to be ineffective, but also to produce the perverse effect of consolidating the backwardness of the Italian South. This hypothesis will be further submitted to empirical control through the analysis and comparison of the ways in which two tools for development (territorial pacts and integrated territorial projects) have been selected and evaluated, starting in the nineties, by the various institutional actors responsible for certifying their eligibility for public funding purposes. The analysis aims to show how, at the central level first and then at the regional level, we have limited ourselves to only a formal examination, thus stimulating their distributive drift.
