Abstract
[Machine translation] 30 years ago, the energy sector, like that of other services of general economic interest, began to be affected by public, European and national liberalization policies, aimed at transforming economic areas hitherto based on public monopolies into open and competitive markets. Today, on the other hand, the energy sector is in the midst of the processes of change determined by decarbonization policies, which affect the very modes of energy production and consumption and which tend in part to restrict the area referred to market dynamics. The two transitions, pro-competitive and climatic, economic and technical, meet and intertwine under the pressure of advertising regulations of a very different nature, whose reconciliation seems far from certain today.
