Abstract
[Machine translation] The essay intends to provide an overview of the future of the organic production method in the light of the recent developments of the CAP and the new international crisis caused by the war in Ukraine. Therefore, first of all, the main sources of soft and hard law in recent years are reviewed, which have given a significant boost to the evolution of European agriculture in a “organic” key, underlining the coherence of the recent choices of the Italian legislator with the overall framework of European indications. Secondly, some recent economic data and international impact studies on the consequences of the evolution described on agricultural productivity are analyzed, relating them to the new interruption of the supply chain caused by the Ukrainian war events and the probable serious food crisis that will occur in autumn. As a summary, the article ends with some considerations (necessarily provisional) on the compatibility of the organic farming method with the needs of food security, to be balanced, however, in the short term with some easing of the model to face the international responsibilities of the European Union in relation to the humanitarian crisis that will result from the lack of distribution of the Ukrainian cereal harvest 2021-2022 on international markets., This article portraits an overall perspective of the future of organic productions in the light of the recent development of the Cap and the international crisis brought by the war in Ukraine. The Author, first of all, reviews the sources of soft and hard law which have boosted in recent years the organic method in European agriculture, paying specific attention to the Italian legislation. Secondly the article analyses the impact of the European Green Deal approach on the agricultural productivity, matching the results of many different scientific studies with the emerging criticism brought by the war in Ukraine and the food security crisis that – unfortunately – will follow in Autumn. As a result, some final considerations on the persistent compatibility of the organic approach with food security will be set out. The Author considers the organic method fundamental to face the current environmental threats, but some criteria of this model need to be relaxed in the short run in order to face the Ukranian situation and the European international responsibility for food security.
