Abstract
[Machine translation] The contribution analyzes the political-institutional and constitutional implications deriving from the controversial reopening of the Russian Federation pavilion on the occasion of the 61st Venice Art Biennial (2026). The story, which culminated in the resignation of the international jury, the emergency reform of the award system and the tensions between the Foundation's presidency, the Italian Government and the European Commission regarding the sanctioning framework, offers the starting point for a broader reflection on the nature of national pavilions and on ministerial inspection powers. The contribution analyzes the freedom of art within the more general field of freedom of expression, investigating whether cultural exclusion can be configured as a legitimate international sanction or if artistic censorship should not rather remain an extreme ratio. In conclusion, we hope for the adoption of an authentically dialectical organizational model, capable of protecting the autonomy of the contemporary proposal and of including channels of dissent beyond the rigid logic of state representations.
