Abstract
[Machine translation] OBJECTIVES: With D.G.R. n. 10-2917 of 26/2/2021, the Piedmont Region has promoted the definition of a regional strategy for hydrogen. After a series of formal steps, the Strategy was approved with D.G.R. n. 12-5285 of July 1, 2022. Since, at the national level, the PNRR represents the main instrument for supporting investments, in particular in the context of Mission 2 (Component 2.3) for the promotion of the production, distribution and end uses of hydrogen, the approval of this Plan provides a key for the coordinated use of the opportunities of the PNRR for the implementation of the strategy on the territory of the Piedmont Region. This contribution analyzes the approved Plan, evaluating its potential for the region's energy transition. In particular, the challenges and opportunities related to the development of the hydrogen supply chain are explored, with attention to the following aspects: , • Decarbonization of industrial and transport sectors;, • Development of new industrial chains and creation of new jobs;, • Improving air quality and public health., The main objective of the contribution is therefore to contribute to the public debate on this highly important topic through the identification of possible scenarios for the evaluation and in-progress monitoring of Plan actions. , METHODS: The document provides an original contribution to the discussion on hydrogen in Piedmont, through:, • The proposal of a preliminary model for the evaluation and in-progress monitoring of the Plan;, • The identification of possible obstacles and barriers to the development of hydrogen., In particular, for the analysis of the Plan, a mixed research methodology has been adopted, which combines the provisions of the Plan with bibliographic research and interviews with experts in the field. , EFFECTS: The work aims to contribute to the definition of subsequent scenarios for the evaluation and in-progress monitoring of the actions envisaged by the Plan, identifying the possible main repercussions of the Plan on stakeholders in general. Particular attention is paid to the actors in the production chain and citizens, who are increasingly interested and involved in the issues of energy transition and the role of hydrogen.
