Here, the issue will be addressed with reference to the reorganization of provincial functions, which constitutes one of the two pillars of the reform and will be discussed below considering: the provisions of the law that deal with it; the main implementing measures consisting of the agreement concluded at the State-Regions Conference on September 11 and the decree of the President of the Council of Ministers of September 26, 2014; the bills and the laws of reorganization of provincial functions under examination or already approved at the time in to which this text is dismissed (June 2015), whose review makes it possible to formulate some first evaluations on the general trend of the reform process.
