Abstract
[Machine translation] This book, as a whole, aims to tell how a change, a rupture, even if incremental and gradual, of habits and routines can take place in a city and its inhabitants, starting not from interventions or shocks coming from outside, but from an action organized from below. A path of deliberative democracy, in the first instance, constitutes an element of change in the practices and perceptions of citizens. The Novara experimentation here for attention represents a reversal of the trend, which aims to come true through the overturning of the common and dominant mechanisms in public discourse and in the processes of forming opinions. Its purpose is also to activate dynamics of co-responsibility and collective identity, as well as concrete answers to the needs of local communities, from which the quality of our civil life, democratic institutions and politics itself can benefit. And it is through the description of this experimentation that the volume provides, thanks to various contributions, an overview of the most current problems and dilemmas in the debate and in contemporary practices related to public debate and the participation of citizens in the formation of decisions in today's democratic systems.
