Abstract

[Machine translation] The Doctoral Thesis analyzes the impact of digitalization on Public Administration. The study focuses, in particular, on the role of open data (Open Data) in the exercise of administrative functions. After reconstructing the concept of digitalization of the Public Administration, and having proceeded to outline a legal definition, the survey shows that digitalization can be understood as an executive and organizational process that consists of two moments. On the one hand, the Public Administration acts, and is organized to act, to exercise pre-existing administrative functions with digital technologies (ICT), in order to implement the “traditional” principles of the Administration. On the other hand, the Public Administration acts, and is organized to act, to exercise new, non-pre-existing administrative functions with ICTs, in order to implement the principles of the Open Government strategy (transparency, participation and collaboration). In this second declination of the concept of digitalization, the Public Administration finds itself exercising innovative, new administrative functions, made concretely possible by the use of digital technology: administrative functions that can be defined as Born-Digital Administrative Functions. Among them, an example may be public Open Data Analysis, that is, the analysis of open data held by Public Administrations, which represents the process of realizing the principles of transparency, participation and collaboration.
