Abstract

[Machine translation] The contribution analyzes the European Commission's proposals for the post-2027 Common Agricultural Policy, focusing in particular on the relationship between agriculture, environmental protection and ecological transition. The reform proposes a profound redefinition of the financial and regulatory architecture of the CAP, based on the establishment of a single fund, on the integration between agricultural, cohesion and territorial development policies, as well as on a more flexible and results-oriented model. While formally confirming the centrality of climate and environmental objectives, the proposal raises significant critical issues. The article highlights, in particular, the risks deriving from the replacement of reinforced conditionality with farm stewardship, the reduction in the degree of detail of the European discipline and the extension of the discretion granted to member States. Particular attention is paid to the financial issue, since the possible compression of agricultural resources, the obligation of national co-financing and the weakening of environmental destination constraints could compromise the effectiveness of the green transition. The post-2027 CAP thus appears to be placed in an unresolved tension between ecological ambition and financial political realism, raising questions about the European Union's ability to preserve a common, coherent and effective framework for sustainable agriculture.
